MISSION STATEMENT

The Contracts Branch is responsible for planning, solicitation, negotiation, award, and administration of all contracts at the National Science Foundation. This page identifies the types of supplies and services we commonly procure and provides links to other acquisition-related information, such as our solicitation WebPage. OFFICE OF NATIONAL OMBUDSMAN

A reminder notice to small business concerning regulatory enforcement and compliance assistance provided by the Office of the National Ombudsman of the U.S. Small Business Administration was issued on February 21, 2017 by the Federal Communications Commission Chair. The notice is available here.

In accordance with the Small Business Regulatory Enforcement Fairness Act (SBREFA), small entities may direct comments about regulatory and/or enforcement actions to the Small Business Administration's (SBA) Office of the National Ombudsman via the Internet (http://www.sba.gov/ombudsman); email (ombudsman@sba.gov); telephone (1-888-REG-FAIR); or mail (SBA Office of the National Ombudsman, 409 Third St., SW, Washington, DC 20416). The National Ombudsman process has no effect on your rights or obligations under the procedures of the agency on which you are commenting. You must still comply with all of that agency's processes and procedures.

The Office of the National Ombudsman has asked all Federal agencies to make clear that, if a small business entity requests Ombudsman assistance on a matter or otherwise questions or complaints about a Federal agency action, the agency will not retaliate in response.

The National Science Foundation is committed to maintaining an environment in which small businesses and others are free to question or complain about NSF actions or policies without fear of retaliation. One of the statutory responsibilities of this Office is to "assure the expeditious processing of proposals by small business concerns based on scientific and technical merit" [42 U.S.C. 1883(3)]. Any allegations of retaliation will be investigated, and appropriate action taken to correct the situation and ensure it is not repeated.
