The National Science Board (NSB) will hold a hybrid meeting May 5 -6, 2022 to address science and engineering policy issues relevant to the National Science Foundation (NSF). Onsite attendance of members of the public remains restricted due to the pandemic. However, all open sessions will be livestreamed and available for later viewing on NSB’s YouTube channel. The Sunshine Act notice and the meeting agenda provide meeting details. Links for each day are below.
Closed agenda items include an update from the NSF Director on the agency’s operating status, budget, and programs and closed committee reports from NSB’s Committee on Awards and Facilities, Committee on Strategy, and Subcommittee on Technology, Innovation and Partnerships. NSB will also hold elections for Board Chair and Vice Chair.

11:30 a.m. – 12:45 p.m. PANEL: GEOGRAPHY OF FEDERAL R&D FUNDING
Dakota State University President and former NSB member José-Marie Griffiths will moderate a panel discussion in which speakers willshowcase data on how federal funding distribution impacts talent and institutional diversity. Panelists will also highlight commonalities and differences between research clusters that receive federal support and offer perspectives on increasing the robustness of the science and engineering enterprise across the entire nation.The panel is part of a series to raise awareness of challenges the country’s science and engineering enterprise faces and inform progress toward NSB’s Vision 2030.
Panelists:
Marcy Gallo, Analyst in Science & Technology Policy, Congressional Research Service. Marcy focuses on a range of science and technology issues. She previously held positions on the House Committee on Science, Space, and Technology, including serving as the Staff Director for the Subcommittee on Environment.
Roger Wakimoto, Vice Chancellor for Research and Creative Activities, University of California Los Angeles. Prior appointments include Assistant Director of the NSF Directorate of Geosciences and Director of the National Center for Atmospheric Research. Roger is current Chair of the Association of Public Land-Grant University’s Council of Research.
Cecilia M. Orphan, Director of Partnerships, Alliance for Research on Regional Colleges. Cecilia looks at how Regional Public Universities and rural-serving institutions promote equity and community wellbeing and how public policy and funding affect the ability of public colleges to promote regional economic development and community wellbeing.
Anna Quider, Assistant Vice President for Federal Relations, Northern Illinois University. Anna is Vice-Chair of the American Physical Society Forum on Physics and Society, past president of The Science Coalition, and has held leadership roles within the Association of Public and Land-grant Universities Council on Governmental Affairs.
12:55-1:40 p.m. PANEL: Q&A WITH THE 2022 WATERMAN & PUBLIC SERVICE AWARDEES
NSB Honorary Awards Chair Maureen Condic will moderate a panel discussion with NSB Public Service Award winners Betty-Lise Anderson of Ohio State University and the National Organization for the Advancement of Black Chemists and Chemical Engineers (NOBCChE), represented by NOBCChE President Rena Robinson, and with Waterman awardees Daniel Larremore, University of Colorado Boulder, Lara Thompson, University of the District of Columbia, and Jessica Tierney, University of Arizona.
2:40 – 3:25 p.m. DISCUSSION WITH NOAA ADMINISTRATOR RICHARD SPINRAD
Immediately following the discussion with Spinrad, NSB Strategy, Oversight, External Engagement, and Science Engineering Policy committees will give updates of their activities. The External Engagement Committee will deliver its recommendations to the Board for revising NSB’s honorary awards and the Science Engineering Policy Committee will offer a discussion draft of a new policy brief, “International STEM Talent for a Robust U.S. Economy” for Board approval. NSB’s K-12 STEM Education Exploratory Group will also update the Board on its activities.

1:30 – 2:30 p.m. OPEN PLENARY SESSION
The open plenary will feature a retrospective of the first two years of NSB efforts to advance Vision 2030 priorities and will recognize and bid farewell to the outgoing NSB class of 2022.
